I got it!!! It’s a cross member (not sure if that is the technical name) on the Murray Baker Bridge. We went for a bike ride on the riverfront tonight and parked in the River Plex’s parking lot. As my wife was getting one of the kids out, I looked at the bridge and went “Ah-ha”.
